Citing a "general consensus" that Medicare's financial future is bleak, the authors (the director and executive associate director of the Private Enterprise Research Center, Texas A&M U.) argue that any reform proposal must curb growth in per-capita costs without sacrificing quality of care and must chose between placing the cost on future taxpayers or future retirees. After reviewing five proposals for reforming Medicare based on these criteria, they advocate for a system in which health insurance is prepaid on a cohort-by-cohort basis.
