Drawing on research for a PhD thesis defended at the European University Institute in June 2000, Tofarides examines the "aconstitutional" but growing involvement of the European Commission on urban policy matters. The first few chapters address why and how the Commission has ventured into the urban arena. The second section focuses on the implementation of the Community Initiative URBAN in the UK and France.
