During the past two years influential American and Japanese critics have been arguing that China poses a growing threat to East Asia's security. Beijing is depicted as being too willing to resort to force in pursuing its maritime territorial disputes with its ASEAN neighbours and Chinese maritime forces are seen as a looming threat to vitally important sea lines of communication in the South China Sea.This study by Greg Austin challenges such claims. It argues that China seeks both a benign regional security environment and to resolve its ocean frontier disputes cooperatively. Dr. Austin also marshals evidence to show how, in terms of international law, China's sovereignty claims over its maritime areas should not be viewed as expansionist.
