It identifies and discusses four basic principles that such agencies must embody in order to carry out their mission: produce data relevant to policy issues; achieve and maintain credibility among data users; achieve and maintain credibility among data providers, and achieve and maintain a strong position of independence from the appearance as well as the reality of political control.
