This volume presents the results of the work of the National Research Council's Committee on Technical and Privacy Dimensions of Information for Terrorism Prevention and Other National Goals, which was charged with addressing the information needs of the government in regards to terrorism prevention and to public health and safety with a focus on "the nexus between terrorism prevention, technology, privacy, and other policy issues and the implications and issues involved in deploying data mining, information fusion, and behavioral surveillance technologies." The committee's report surveys the issues and concepts involved and outlines a framework for the systematic assessment of information-based programs being considered or already in use for counterterrorist, law enforcement, and public health purposes in terms of program effectiveness and consistency with US laws. It also presents recommendations concerning how the government should be required to evaluate these programs and how it should periodically review laws, policies, and procedures in light of changing technologies and circumstances.
