This report is the result of a study carried out under the guidance of China's Ministry of Science and Technology and Ministry of Finance, designed to assist the government of China in implementing its strategy of enterprise-led technological innovation. An introductory chapter reviews the achievements and challenges of Chinese enterprises. The next chapter concentrates on incentives for Chinese enterprises to innovate by examining ways to strengthen state-owned enterprises, external market incentives, and the demand for innovation.
